Provincial Government Issues Non-Binding Letter of Intent Regarding Buchans Generation Station Assets

The Honourable Andrew Parsons, KC, Minister of Industry, Energy, and Technology, today announced that the Provincial Government has provided a non-binding Letter of Intent to indicate a willingness to discuss the divestment of the Buchans generation station assets for future development. The letter was issued to a consortium consisting of the Qalipu First Nation, Qalipu Holdings LP, Growler Energy Inc., and Angler Solutions Inc.

With letters of intent in place from both Newfoundland and Labrador Hydro, the Town of Buchans and the Provincial Government, the consortium will now undertake initial planning activities, including a detailed feasibility analysis.

Any future decision by the Provincial Government to divest of the Buchans generation station assets would be subject to the outcome of the consortium’s analysis, the consortium reaching commercial terms with Newfoundland and Labrador Hydro on a power purchase agreement for the Buchans generation station energy and capacity and reaching mutually agreeable terms between all parties.

The Provincial Government’s Renewable Energy Plan states that the province is open to, and pursuing, additional opportunities to support the renewable energy priorities of Indigenous Governments and Organizations in Newfoundland and Labrador.

Report: A-2025-014 Report Date: March 12, 2025 Public Body: Department of Justice and Public Safety Summary: The Complainant made an access to information request to the Department of Justice and Public Safety for user manuals for the Department’s records management system, for policies on transitory records, and for records generated in the process of responding to a previous access request. The Department withheld some information, citing the exceptions to access at sections 30 (legal advice), 31(1)(l) (revealing arrangements for the security of a system), and 40 (disclosure harmful to personal privacy) of the Access to Information and Protection of Privacy Act, 2015. The Complainant claimed that the Department had failed to conduct a reasonable search for records and had misapplied the exceptions to access. This Office found the Department had conducted a reasonable search and had appropriately applied the claimed exceptions, and recommended the Department continue to withhold the redacted information.

Minister Crocker Applauds Government of Canada’s Air Access Investment

Below is a statement from the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, on today’s announcement of $6 million to help the four Atlantic provinces improve intra-regional air services, made by the Honourable Gudie Hutchings, Minister of Rural and Economic Development and Minister Responsible for the Atlantic Canada Opportunities Agency.

“The Government of Canada’s announcement of $6 million to support Atlantic Canada’s intra-regional air services is welcome and positive news. The Provincial Government has been advocating for much-needed support by the Federal Government for regional travel for some time now. It is reassuring to know that they are listening to our concerns and providing helpful solutions.

This investment complements the excellent progress that the Provincial Government has been making on the air access file. With an annual investment of up to $4.25 million towards the development of air access, we have secured three direct routes to Europe – London (Gatwick), Dublin and Paris. With these reestablished European connections in mind, Premier Furey and Minister Coady recently traveled to Europe, with a goal of expanding trade opportunities to target potential new markets for local products and services.

It has never been more important to strengthen our connections than during these uncertain times. It is incumbent upon us to ensure that we are easing barriers for trade, business and all industries.”

Provincial Government Making Change to Credit Union Regulations to Support Newfoundland and Labrador Businesses

Effective immediately, a change to the Credit Union Regulations, 2009 allows credit unions and their clients throughout Newfoundland and Labrador to avail of financial support through a Government of Canada program announced last week in response to recent American tariffs.

Export Development Canada is increasing its financial support to eligible Canadian exporters in anticipation of heightened demand for its financing and insurance solutions, including loans, guarantees and working capital support. Through the Trade Investment Program, an additional $5 billion will be provided over the next two years to help eligible companies navigate the current economic situation.

Funding support for this program will be administered through financial institutions, including credit unions. The Provincial Government has made a change to the Credit Union Regulations, 2009 to enable credit unions and their members to participate in the newly announced program, or in potential future programs designed to mitigate financial disruptions for businesses.

Prior to this change, the Credit Union Regulations, 2009 restricted the availability of unsecured commercial loans in excess of $25,000, with an exception for the Canada Emergency Business Account (CEBA) program during the COVID-19 pandemic. As of today, the Regulations have been changed to allow credit unions and their members to avail of any relevant Federal or Provincial Government programs meant to alleviate financial hardship for businesses.

As these programs can only be accessed by businesses in response to financial hardship during periods of economic uncertainty, approval from the Credit Union Deposit Guarantee Corporation is required to receive funding through a credit union for a commercial loan program.

The Credit Union Deposit Guarantee Corporation is a provincial Crown Corporation responsible for the administration of the Credit Union Act, 2009 and Regulations and ensuring compliance and financial stability of credit unions in Newfoundland and Labrador. The credit union system in Newfoundland and Labrador is comprised of 6 credit unions with offices in 36 locations, approximately 61,000 members and employs approximately 320 people.

Ministerial Statement: Minister Howell Provides an Early Learning and Child Care Update

The following statement was read in the House of Assembly today by the Honourable Krista Lynn Howell, Minister of Education:

I rise in this honourable house to provide an update on the work we are doing to increase access to early learning and child care.

Our government was pleased to sign on to the extension of the Canada-Wide Early Learning and Child Care Agreement. This extension will provide continued federal funding to support $10-a-day child care until 2031.

Five years ago, there were no child care and early learning spaces operating at $10-a-day. Today, there are more than 11,200.

Work is underway to increase child care for health care professionals, with one child care centre in St. John’s dedicated to providing child care for health care professionals. In addition, there are child care centres in St. John’s, Happy Valley-Goose Bay and Wabush that prioritize spaces for health care workers based on need.

We have introduced medical benefits to support the professionalization of the early learning workforce. There are also thousands of parents using the Early Learning Gateway, and we are continuously adding features such as a substitute list for early childhood educators that is available to all regulated child care services.

We are making great progress increasing affordable early learning and child care spaces. We will continue this work so that all children and families are able to access the early learning and child care services they need while contributing to an inclusive and thriving province.

Ministerial Statement: Minister Stoodley Highlights Record Year for Newfoundland and Labrador Immigration

The following statement was read in the House of Assembly today by the Honourable Sarah Stoodley, Minister of Immigration, Population Growth and Skills:

Speaker, 2024 was another record-breaking year for provincial immigration.

We welcomed close to 6,000 new permanent residents, helping to grow our population to the highest level since 1998. Newcomers to our province are filling crucial roles as doctors, nurses, personal care attendants, early childhood educators, social workers, tradespeople, entrepreneurs and much more. Newcomers are helping our communities thrive.

To ensure momentum continues, in January, we became the first province to successfully negotiate a reversal of federal immigration cuts. This work secured the return of 1,000 economic immigration spaces for 2025. We are continuing this meaningful work and advocating for more capacity and flexibility.

Speaker, we are not only committed to welcoming more newcomers in critical sectors, but we are committed to ensuring their long-term success in Newfoundland and Labrador. Our efforts are encouraging our new friends and neighbours to stay here for the long-term. Over 80 per cent of Ukrainians arriving since 2022 remain in the province. Additionally, this year, we experienced unprecedented demand for our settlement and integration programs, funding 57 projects across the province.

By investing in immigration and workforce development, we are addressing our demographic challenges and preparing for the economic opportunities of tomorrow.

We are building a skilled and educated workforce.

Provincial Government Announces Support for Hospitality NL Tourism Promotion Program

From our warm hospitality to our scenic coastal trails, culinary tourism and cultural heritage, Newfoundland and Labrador offers visitors a truly unique and authentic tourism experience. To ensure we remain on the trajectory of progress, the Provincial Government continues to invest in the growth and promotion of our tourism industry.

Today, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, announced a contribution of $445,081 to support Hospitality Newfoundland and Labrador’s pan-provincial approach to promote the province’s world class tourism opportunities.

The Exceptional Experiences Program will designate and promote high-quality, authentic, and market-ready experiences that reflect the Newfoundland and Labrador tourism brand. It will capitalize on the opportunity to drive tourism visitation and spending by developing and marketing Newfoundland and Labrador’s unique experiential offerings.

The Exceptional Experiences Program aims to elevate the province’s tourism offerings, enhance its reputation as a bucket-list destination, and foster sustainable economic growth. It will also promote a stronger tourism network with more operators working together, and a broader exchange of ideas and trends. Based on a preliminary review the partners are projecting this program will see close to 200 experiences reviewed and designated over the three-year period.

As Newfoundland and Labrador’s Tourism industry association, Hospitality NL will oversee the project. Hospitality NL represents tourism and hospitality operators in all sectors of the industry throughout the province. Formed in 1983, Hospitality NL is dedicated to leading, supporting, representing and enhancing the tourism industry in all regions of Newfoundland and Labrador.

The Regional Development Fund provides support to organizations for the development and implementation of economic initiatives with respect to regional and sectoral development.

Provincial Government Introduces Atlantic Accord Mirror Legislation

The Provincial Government is moving forward with mirror legislation to the Government of Canada’s Canada-Newfoundland and Labrador Atlantic Accord Implementation Act, or Bill C-49, to allow for future offshore wind development.

The Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, yesterday outlined amendments to the Canada-Newfoundland and Labrador Atlantic Accord Implementation Newfoundland and Labrador Act for second reading in the House of Assembly.

The proposed legislative amendments will:

  • Ensure the necessary measures are in place to support offshore renewable energy opportunities.
  • Allow for a fiscal regime that provides the maximum economic returns to Newfoundland and Labrador.
  • Rename the C-NLOPB as the Canada-Newfoundland and Labrador Offshore Energy Board and expand its mandate to become the lead regulatory body for offshore energy in the offshore area. This furthers joint-management of the offshore area and builds upon expertise the C-NLOPB has in managing offshore projects.
  • Define the offshore area for offshore renewable energy that excludes areas within provincial jurisdiction, to ensure that the Provincial Government can move forward to regulate developments within provincial jurisdictional waters.
  • Modernize provisions relating to the regulation of our offshore oil industry.

The Provincial Government is committed to supporting offshore renewable energy projects that have the potential to contribute towards the goal of net-zero emissions by 2050. Electrification and increasing opportunities to support decarbonization of the economy are essential to achieving these goals.

Newfoundland and Labrador’s offshore oil and gas sector is a major contributor to the provincial economy. The industry has made significant progress in positioning the oil and gas sector to meet the world’s energy needs during the energy transition, while taking steps to decrease the carbon intensity of the sector by participating in projects, initiatives and groups focused on decreasing carbon sector emissions. With high environmental, social, and corporate governance standards and performance, the Newfoundland and Labrador offshore is an important, reliable supplier during the energy transition.

Provincial Government Honours Indigenous Culture with Unveiling of Nunatsiavut Artwork

A ceremony commemorating the culture and historical significance of the Nunatsiavut Inuit was held today at the Confederation Building in St. John’s to better reflect the culture and heritage of Indigenous Peoples.

The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, together with the Honourable Dr. Scott Reid, Minister Responsible for Indigenous Affairs and Reconciliation, unveiled Inuit artwork with representatives of the Nunatsiavut Government and special guests, including:

  • Johannes Lampe, President, Nunatsiavut Government
  • Gerald Asivak, Minister of Language, Culture and Tourism, Nunatsiavut Government
  • Bronson Jacque, Artist

An original piece of Inuit art called The Journey was unveiled, which illustrates the spirit of the Nunatsiavut people. The Nunatsiavut Government selected artist Bronson Jacque, who shared his perspective during the ceremony on its meaning and importance of promoting Inuit culture.

The Journey will be installed and on display for the public to see in the lobby of the Confederation Building, East Block at a later date.

Today’s ceremony is part of a larger initiative that the Government of Newfoundland and Labrador has been collaborating on with Indigenous Governments and Organizations throughout the province.

As part of this collaboration, a meaningful process was developed for selecting artists and procuring six culturally significant pieces of Indigenous artwork to be displayed in the Confederation Building. This includes a Beothuk statue, which is situated at the base of the steps leading to the front entrance of Confederation Building.

Further ceremonies will be held at later dates.

Provincial Government to Begin Offering Shingles Vaccine

As part of Budget 2025, the Government of Newfoundland and Labrador will begin offering the shingles vaccine to residents 65 to 70 years of age and immunocompromised residents over the age of 70 as part of the provincial immunization program, effective June 1, 2025. The increased access to the shingles vaccine complements the Seniors Health and Well-Being Plan, which includes coverage of the enhanced immune response influenza vaccines for seniors 65 years of age and older.

The Honourable John Haggie, Acting Minister of Health and Community Services, will be available to media at 1:00 pm today (Wednesday, March 12) in the lobby of West Block, Confederation Building, to discuss the vaccine program.

Shingles is caused by the reactivation of the varicella-zoster virus, which remains dormant after an individual has had chickenpox and can lead to postherpetic neuralgia in some people, a condition that causes long-lasting nerve pain and can significantly affect an individual’s quality of life. Currently, antiviral treatments can reduce the pain of acute shingles if administered early.

Vaccination is the most effective way to prevent shingles and its complications.

The increased access to the shingles vaccine will help improve the quality of life for seniors, ensure high-risk populations receive protection against shingles and its related health complications, and reduce hospital visits, physician consultations, and pain management treatments.

The increased access to vaccines for seniors is based on recommendations from Health Accord NL to support older adults to age well with dignity and autonomy and expand access to shingles and pneumonia vaccines for seniors

Media Advisory: Provincial Government to Honour Indigenous Culture with Unveiling of Nunatsiavut Artwork

The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, along with the Honourable Dr. Scott Reid, Minister for Indigenous Affairs and Reconciliation and representatives of the Nunatsiavut Government to unveil artwork in the East Block Lobby of Confederation Building tomorrow, March 12. The event will begin at 11:00 a.m. and will showcase the original work of artist Bronson Jacque.

The Government of Newfoundland and Labrador worked closely with Indigenous Governments and Organizations (IGOs) to procure six pieces of Indigenous artwork – one for each of the five IGOs and a sixth to honour the culture of the Beothuk.

The IGOs – Nunatsiavut Government, Innu Nation, NunatuKavut Community Council, Qalipu First Nation and Miawpukek First Nation – were invited to develop their own process for selecting an artist and procuring the artwork.

Ministerial Statement: Minister Reid Shares Importance of Promoting and Respecting Indigenous Cultures

The following statement was read in the House of Assembly today by the Honourable Dr. Scott Reid, Minister Minister Responsible for Indigenous Affairs and Reconciliation:

Speaker, I rise in this honourable House to talk about the importance our government has placed on promoting and respecting Indigenous cultures.

Through the expression of art, advancements in education and a commitment to Reconciliation, we are strengthening relationships with Indigenous peoples.

There is a great way to go. However, we are taking significant steps to improve awareness of the history and culture of Indigenous peoples through such things as an online training module for public service employees, and reviewing the K-12 curriculum to ensure it accurately reflects their experiences and stories.

This past summer, we supported the Our Voices project, with stories, songs, drums, and dance performed by Indigenous Women of Newfoundland and Labrador.

In collaboration with Indigenous Governments and Organizations, we commissioned artwork honouring the history and culture of the Beothuk, which is already on display at Confederation Building.

Tomorrow we will celebrate another unveiling with the Nunatsiavut Government, and a similar event scheduled with Miawpukek First Nation this coming Friday, with other unveilings to happen soon.

Premier Furey Announces Cabinet Changes

The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, today announced changes to his Cabinet.

Effective immediately, the changes are:

  • The Honourable Lisa Dempster is Government House Leader, in addition to Minister of Environment and Climate Change, Minister of Labrador Affairs, Minister Responsible for Labour, and Minister Responsible for Workplace NL
  • The Honourable Dr. John Haggie is Deputy Government House Leader and  confirmed as Acting Minister of Health and Community Services, in addition to Minister of Municipal and Provincial Affairs and Registrar General
  • The Honourable Sarah Stoodley is confirmed as the Acting Minister of Mental Health and Addictions and Acting Minister of Housing, in addition to Minister of Immigration, Population Growth and Skills and Minister Responsible for Francophone Affairs
  • The Honourable Andrew Parsons, KC, is the Acting Attorney General, in addition to Minister of Industry, Energy and Technology

Biographies

Honourable Lisa Dempster
Ms. Dempster was elected to the House of Assembly in 2013 in her home district of Cartwright-L’Anse au Clair. She was appointed Deputy Speaker of the House of Assembly in December 2015. In July 2017, Ms. Dempster was appointed Minister of Children, Seniors and Social Development, Minister Responsible for the Newfoundland and Labrador Housing Corporation and Minister Responsible for the Status of Persons with Disabilities. She served as Minister of Municipal Affairs and Environment in 2019. In 2020, Ms. Dempster was appointed Minister Responsible for the Status of Women, Minister of Indigenous Affairs and Reconciliation, Minister of Labrador Affairs, and Deputy Government House Leader.

Ms. Dempster was re-elected for a fourth time in 2021 and returned to the portfolio of Minister Responsible for Indigenous Affairs and Reconciliation, Minister Responsible for Labrador Affairs and Deputy Government House Leader, becoming Minister of Environment and Climate Change in 2024.

A proud member of the NunatuKavut Community Council, Ms. Dempster is married with two children: Nicholas (deceased) and Natalie. She makes her home in Charlottetown, Labrador with her husband, Gaius, and daughter, Natalie.

Honourable Dr. John Haggie
Born in England, the Honourable Dr. John Haggie completed his medical studies at Victoria University in Manchester.

He held several positions as physician, surgeon, tutor and registrar in the North West region of England and after a two-year fellowship, he received a doctorate in cancer research.

Since moving to Canada in the early nineties, Minister Haggie has had a long and distinguished career in medicine in Newfoundland and Labrador. He practiced initially as a general surgeon in St. Anthony with the Grenfell Region Health Services. In 1997, he was appointed attending surgeon of general and vascular surgery at James Paton Memorial Hospital in Gander. In 2008, he was appointed Chief of Staff at James Paton Memorial Hospital.

Dr. Haggie served as President of the Newfoundland and Labrador Medical Association and the Canadian Medical Association.

In Newfoundland and Labrador’s 2015 general election, he was elected MHA for the District of Gander and appointed to Cabinet to serve as the Minister of Health and Community Services until July 6, 2022. He was later appointed Minister of Education, and is presently the Minister of Municipal Affairs.

Dr. Haggie resides in Gander with his wife Jeanette and two Westies, Chloe and Gracie.

Honourable Sarah Stoodley
Sarah Stoodley (M.A.; B.Comm Co-op) was first elected to the House of Assembly on May 16, 2019. Sarah grew up in Grand Falls-Windsor, lived and worked for three years in Oxford, UK and has built a successful career as a digital expert in financial services. Sarah was an elected alumni representative on the Memorial University Board of Regents and served on the C.A. Pippy Park Commission Board and the TechNL (formerly NATI) Board.

Honourable Andrew Parsons, KC
Andrew Parsons received his law degree from the University of Saskatchewan, and was called to the bar in Newfoundland and Labrador in 2005. First elected in 2011, Andrew previously served as Opposition House Leader and critic for multiple departments. Prior to his current role, he has also served as Minister of Justice and Public Safety, Attorney General, Minister of Municipal Affairs & Environment, and Government House Leader.

Andrew is a past president of the Port aux Basques Minor Hockey, and has served on various committees, including the Port aux Basques Chamber of Commerce and Dr. Charles L. LeGrow Health Care Foundation.

Newfoundland and Labrador Delegation to Explore Global Market Opportunities at Seafood Expo North America

The Honourable Gerry Byrne, Minister of Fisheries, Forestry and Agriculture, and a delegation of Newfoundland and Labrador fishery representatives will meet with key buyers to confront trade realities and secure strong markets for the sector at the Seafood Expo North America, which takes place March 16-18 in Boston, Massachusetts.

In 2024, approximately 65 per cent of Newfoundland and Labrador’s seafood was exported to the United States, valued at $890 million. Seafood from the province is highly desired by buyers because of Newfoundland and Labrador’s pristine ocean waters and stringent guidelines set by the federal and provincial governments, ensuring the highest standards governing food safety, resource management, sanitation, hygiene, and quality control. Leveraging the recently launched Buy From Newfoundland and Labrador campaign the team will further raise the profile of products from this province.

This event will be particularly important as the seafood industry contends with United States tariffs, trade uncertainties and disruptions. The primary objective of the show will be to maintain existing, strong relationships with United States buyers, while also reinforcing the value and need for United States partners to engage with their political representatives around the impact of the newly imposed tariffs on American consumers and industry.

Recognizing that market diversification will be imperative to the long-term sustainability of the seafood industry, the delegation will also place greater emphasis on promoting Newfoundland and Labrador products to the global marketplace and forging new international relationships at this year’s show.

The Newfoundland and Labrador seafood industry has a large presence at Seafood Expo North America annually and the Provincial Government has played a key role in supporting that success. This year’s co-exhibitors in the Newfoundland and Labrador pavilion include, Whitecap International Seafood Exporters, Ocean Choice International, Barry Group Inc., Badger Bay Mussel Farms, and Labrador Fishermen’s Union Shrimp Company Ltd. In addition, many other Newfoundland and Labrador seafood companies, as well as the supply and service sector.

The provincial delegation looks forward to productive conversations about market conditions and tariff realities with United States and international buyers, to forge a positive path forward for the sector.

Ministerial Statement: Newfoundlanders and Labradorians Taking to the Outdoors to Promote Management, Conservation and Enjoyment of Wildlife

The following statement was given today in the House of Assembly by the Honourable Gerry Byrne, Minister of Fisheries, Forestry and Agriculture:

Speaker, big game applications are now open, and this season’s management plan is mapped out in the 2025-26 Hunting and Trapping Guide.

With only minimal quota changes required for the upcoming season, I am happy to report that current population trends for most game and furbearer species are stable.

Thanks to the resounding success of the recent Grey Island caribou re-location program, we are extending the season in this area.

We are also extending the fall black bear season on the Island of Newfoundland and re-structuring black bear management areas to broaden hunter opportunities.

A new trapper’s beaver licence will permit trapping in unoccupied traplines – but will not affect traplines currently assigned to trappers and vacant traplines with waitlists.

Speaker, wildlife management is a collaborative effort. I am grateful to the many rod and gun clubs, organizations, businesses and volunteers who promote safe and responsible outdoor activities for youth and adults.

Their work is vital to the management, conservation and continued enjoyment of our wildlife resources, and it is deeply appreciated.

Speaker, along with their essential contribution to food self-sufficiency, hunting and trapping have a tremendous impact on mental and physical well-being.

The continued importance of traditional outdoor pursuits is a heartening reminder of who we are, and how much we value our natural resources.

Minister Davis Congratulates Town of Churchill Falls for Receiving Emergency Management Award

The Honourable Bernard Davis, Minister of Justice and Public Safety, is congratulating the Town of Churchill Falls for receiving an Emergency Management Exemplary Service Award in recognition of its efforts during a wildfire threat last summer.

This award for exceptional service and achievement is given to individuals or groups that distinguish themselves through exemplary actions and contributions in the field of emergency management.

In June 2024, Churchill Falls demonstrated remarkable resilience and efficiency in the face of a significant wildfire threat. Primarily inhabited by Newfoundland and Labrador Hydro employees and their families, the Town effectively used its emergency plan to successfully evacuate approximately 750 people in under two hours and to allow for continuous power delivery to the residents across the province.

Through its emergency plan, Churchill Falls coordinated with other agencies, provided innovative solutions, including remote monitoring and leveraging Hydro Québec’s resources, and helped to maintain operational stability.

In addition, the Churchill Falls community exhibited exceptional solidarity by assisting evacuees from another wildfire threat in Labrador City, offering essential services and support to thousands of residents.

A partnership between Federal, Provincial, and Territorial Governments, the Emergency Management Exemplary Service Awards recognize exceptional service and achievement in emergency management, spanning five categories: Resilient Communities, Search and Rescue Volunteers, Search and Rescue Employees, Youth, and Outstanding Contribution to Emergency Management.

Report: A-2025-013 Report Date: March 6, 2025 Public Body: Department of Health and Community Services Summary: The Complainant requested access to a consultant’s report on fertility services. The Department provided the consultant’s report, withholding portions under sections 29 (policy advice or recommendations), section 35 (disclosure harmful to the financial interests or economic interests of a public body), and section 40 (disclosure harmful to personal privacy). The Complainant argued the redactions were excessive and the public interest override should apply, given the government’s recent commitment to establishing an in vitro fertilization clinic. However, the Commissioner found that the withheld information fell within the cited exceptions and that premature disclosure could harm ongoing decision-making and financial negotiations. The Commissioner recommended the Department continue to withhold the redacted information.

Public Advisory: Changes to Job Vacancy Assessment and Atlantic Immigration Program Designation Processes

The Provincial Government has implemented changes to the Job Vacancy Assessment and Atlantic Immigration Program designation processes.

Both the Job Vacancy Assessment and Atlantic Immigration Program designation processes provide initial approval for employers to explore hiring international workers, who will become future applicants to economic immigration programs. The Job Vacancy Assessment is the first step in the Newfoundland and Labrador Provincial Nominee Program.

These policy adjustments reflect the Provincial Government’s commitment to strategically utilizing economic immigration capacity, supporting employers in addressing priority workforce shortages, and ensuring responsible program management.

Changes to the processes include:

  • Employers will no longer be granted pre-approval for a specific number of economic immigration spaces. Employers may still indicate their hiring needs for a one-year period.
  • Occupations approved under both processes will be valid for a one-year period.
  • Employers must choose to apply for either a Job Vacancy Assessment or Atlantic Immigration Program designation when seeking to hire for a particular occupation. Employers can no longer use both processes to hire for the same occupation.

Additionally, all new applications for these designations will be assessed based on the following principles:

  • Prioritizing in-demand occupations.
  • Supporting businesses operating in rural areas.
  • Evaluating an employer’s track record in retaining international hires through provincial immigration programs.
  • Aligning hiring requests with the company’s size and operations.
  • Ensuring employers are providing adequate levels of settlement supports for their prospective newcomer hires.

The changes apply to new applicants as well as employers with already approved Atlantic Immigration Program designations and Job Vacancy Assessments. Employers who have existing approvals are asked to contact employmentprograms@gov.nl.ca.

Information sessions will be held next week for business, labour or community groups interested in learning more about the policy adjustments. To express an interest in attending a session, please email immigration@gov.nl.ca.

Opportunities remain available for employers to hire humanitarian migrants to help meet their workforce needs. This process is not impacted by these changes. Employers interested in learning about opportunities to hire these international workers can get started by emailing HumanitarianPath@gov.nl.ca.

These changes were required when the Federal Government cut provincial immigration capacity and implemented a new requirement that 75 per cent of provincial nominees for permanent residency must be existing temporary residents in Newfoundland and Labrador
