Ministerial Statement: Victim Services Providing Valuable Supports to Victims of Crime

The follow statement was read in the House of Assembly today by the Honourable John Hogan, KC, Minister of Justice and Public Safety and Attorney General:

Speaker, being a victim of a crime can be life altering, and the provincial Victim Services Program is here to help.

Whether it is safety planning, providing case updates, court preparation, completing victim impact statements, or offering counselling referrals, the compassionate staff of Victim Services helps to ensure victims of crime have access to a variety of services to meet their individual needs.

Speaker, as a government, we recognize the importance of the trauma-informed approach Victim Services provides to residents of Newfoundland and Labrador. Last year, more than 3,500 individuals were offered these services.

That is why, Speaker, through Budget 2024, our government is providing an additional three full-time positions for Victim Services so we can enhance our ability to continue offering services that benefit individuals impacted by criminal activity. This provides people with continued access to services that assist them in the aftermath of experiencing crime, and in navigating the justice system.

Speaker, the work done by Victim Services is often difficult, and it is personal. However, I can assure you it is making a difference in the lives of the individuals they serve.

I encourage all victims of crime to reach out for help, and to visit gov.nl.ca/victimservices for more information.

Provincial and Territorial Labour Market Ministers Continue to Call on Federal Government to Immediately Reinstate $625 Million Cut for Workforce Training

Provincial and territorial labour market ministers held an emergency meeting on May 7 to discuss the Federal Government’s decision to cut more than half a billion dollars in workforce training funding and the impact it will have on all Canadians.

Last month, Federal Budget 2024 cut $625 million from workforce development programs that help people find jobs in sectors facing labour shortages like construction, child care and health care.

Contrary to federal minister Randy Boissonnault’s recent public remarks, provinces and territories were not advised of the funding cut prior to the release of the federal budget. In those same remarks, Minister Boissonnault further stated that the $625 million in funding was specifically provided to provinces and territories to address the need for more workforce training across Canada. While this implies that the needs have diminished and the funding is no longer required, ministers assert that the need for training has only increased as employers continue to struggle to find the skilled workers they need.

Ministers unanimously decried the Federal Government’s decision because it will reduce programs and services that help Canadian jobseekers – including newcomers, persons with disabilities and Indigenous peoples – develop the skills and training needed to enter the workforce.

Ministers are united in their belief that these essential programs must be prioritized in bilateral engagements and that the Federal Government must give these programs – and the Canadians they support – the urgent attention they deserve.

Despite requesting an urgent meeting with Minister Boissonnault immediately following the federal budget, he has not agreed to meet until mid-June. In the meantime, the future of the essential programs and services Canadians rely on to find and train for work remain at risk because of this federal cut.

Until that meeting occurs, provinces and territories must focus their attention on addressing the impact of this decision in their home jurisdictions and will not engage in the work of the Forum of Labour Market Ministers.

Provincial and territorial ministers remain resolute in their view that worker training is still a national priority and they will continue to advocate for workers and employers.

Minister Parsons Launches Hydrogen Development Action Plan for Newfoundland and Labrador

The Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, today launched the province’s Hydrogen Development Action Plan. The plan will complement the Renewable Energy Plan, released in 2021, and the Climate Change Action Plan, further advancing the province’s status as a global supplier of clean energy.

Newfoundland and Labrador has an abundance of renewable energy resources, including wind, which can be used to produce green hydrogen. The release of the Hydrogen Development Action Plan is the next step in enabling the development of a green hydrogen and ammonia production industry in the province.

The Hydrogen Development Action Plan will provide a focused policy approach to hydrogen development in the province to guide involvement in hydrogen initiatives that are imminent or currently underway. Action items are categorized into four pillars:

  • Export and Domestic Markets
  • Partnership, Innovation and Industry Support
  • Training and Jobs
  • Regulatory Framework

Significant work has been undertaken to support the development of the hydrogen sector, including lifting the wind energy moratorium and completing a competitive call for bids on Crown lands for wind energy projects, which resulted in the approval of four projects with an estimated economic impact of over $200 billion in GDP over the lifetime of projects and a treasury impact over $11 billion.

The province is fostering mutually beneficial relationships with a number of European countries, including the signing of a Joint Declaration of Intent with the City of Hamburg in Germany and a Memorandum of Understanding with the Port of Rotterdam in the Netherlands.

Together with the ongoing support and participation of industry and stakeholders, this plan will support Newfoundland and Labrador’s transition to a low-carbon economy, create employment opportunities for residents, and further position Newfoundland and Labrador as a Clean Energy Centre of Excellence.

Ministerial Statement: Minister Howell Congratulates College of the North Atlantic for Receiving Award from College and Institutes Canada

The following statement was read in the House of Assembly today by the Honourable Krista Lynn Howell, Minister of Education:

Speaker, I rise in this Honourable House to congratulate College of the North Atlantic for receiving the Silver Program Excellence Award for Early Childhood Education from College and Institutes Canada.

These awards recognize and promote excellence within Canadian colleges and institutes, and highlight the role of our institutions in social, cultural and economic development.

College of the North Atlantic currently offers four programs in early childhood education, including a two-year diploma, an advanced diploma in Administrative Leadership, a four-year applied degree in Early Childhood Education and – beginning this September – an advanced diploma in Early Childhood Education Advanced Studies in Inclusive Practice. Speaker, there are currently more than 600 students enrolled in early childhood education programs at College of the North Atlantic.

Once they have finished their studies, those individuals will play a key role in providing high-quality early learning and child care throughout the province.

To meet the needs of families seeking child care, we need a sustainable early learning workforce. College of the North Atlantic is one institution training that workforce, and they are doing a fine job of it.

Speaker, I invite all honourable members of this House of Assembly to join me in congratulating College of the North Atlantic in receiving the Silver Program Excellence award for Early Childhood Education from College and Institutes Canada.

Media Advisory: Premier Furey and Minister Parsons Attending World Hydrogen Summit and Exhibition

The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, are attending the World Hydrogen 2024 Summit and Exhibition, May 13-15 in Rotterdam, Netherlands.

The summit has been held annually since 2020 to convene government representatives, hydrogen and energy stakeholders, service providers, and hydrogen end-users. The World Hydrogen 2024 Summit is anticipated to have over 15,000 attendees from 130 countries.

The Newfoundland and Labrador delegation includes representatives from the Premier’s Office, Department of Industry, Energy and Technology, and Intergovernmental Affairs Secretariat. Also attending the conference are senior officials from major energy companies, national and regional governments, and companies which operate throughout the hydrogen development chain, including regulators, construction companies, energy buyers, utility companies, and shipping companies.

Prior to attending the World Hydrogen 2024 Summit, Premier Furey will visit Dubai, United Arab Emirates, for meetings to advance our province’s clean energy potential and recruitment of health care professionals. He is also participating in a convocation ceremony on May 11 at the Canadian University of Dubai at which he will be awarded an honorary doctorate degree.

Public Advisory: Cape St. Mary’s and Mistaken Point Ecological Reserves to Open May 13

Visitor services at the Cape St. Mary’s Ecological Reserve and the Mistaken Point Ecological Reserve, a UNESCO World Heritage Site, will open for the 2024 tourist season on Monday, May 13, and will remain open until Friday, October 18.

The hours of operation for the visitor centre at Cape St. Mary’s are Monday to Sunday from 8:30 a.m. to 4:30 p.m. Extended hours at Cape St. Mary’s will begin in June and a public update on those extended hours will be provided at that time.

The hours of operation for the Mistaken Point Interpretation Centre at Mistaken Point are Monday to Sunday from 9:00 a.m. to 5:00 p.m. Viewing of the fossils at Mistaken Point occurs through guided hikes, which can be booked by email at mistakenpointtour@gov.nl.ca or by telephone at 709-438-1011.

When planning your visit, please remember that for the safety and comfort of both wildlife and other visitors, pets are not permitted in the Cape St. Mary’s Ecological Reserve or on the guided hikes at Mistaken Point.

In 2023, the Cape St. Mary’s Ecological Reserve recorded 14,280 visitors. Staff at the Mistaken Point Ecological Reserve led 238 guided hikes last year with a total of 2,691 participants.

Appleton Mineral Exploration Trenching                                           (Reg. 2307)
Proponent: New Found Gold Corp.

The Proponent is proposing to continue mineral exploration on mineral licences associated with the Queensway Gold Project by conducting trenching at three locations. Over a period of three to five years, four new trenches would be systematically excavated covering an area of approximately 12.90 hectares. Development would consist of land clearing, the removal and stockpiling of overburden material, washing of exposed bedrock and storage of used water in settling ponds, and potential blasting. Proposed developments are considered temporary, and sites will be rehabilitated using stockpiled overburden material. The Proponent is proposing a 4.0-hectare extension to their existing quarry, located approximately 488 metres south of the Mortier Big Pond in the Town of Burin. Slate rock material will be extracted to be used for road construction, land development, backfilling and driveway construction within the Burin Peninsula. The Proponent is proposing to ford a scheduled salmon river at the outflow of Red Cross Lake to conduct preliminary site evaluations on a mineral exploration property located approximately 50 kilometres south of the town of Buchans in central Newfoundland. Fording would be conducted to transport personnel and equipment using ATVs and / or tracked machines and would include daily round trips over two operating periods in 2024. The Honourable Krista Lynn Howell, Minister of Education, and the Honourable Fred Hutton, Minister of Housing and MHA for Portugal Cove-St. Philip’s, will attend the launch of a book vending machine at Brookside Intermediate on Monday, May 13. The ministers will be joined by school staff and administration, as well as members of the Brookside Intermediate book club.

The book vending machine supports literacy in the school community. Upon doing a good deed, students at Brookside Intermediate will receive a token to use as payment at the book vending machine.

The event will begin at 9:00 a.m. at Brookside Intermediate, 1165 Thorburn Rd, Portugal Cove-St. Philip’s.

Premier Furey Shares Condolences on the Passing of Rex Murphy

Public Advisory: CMOH Asking Public to Ensure Pertussis Immunizations are Up to Date as Whooping Cough Cases Increase

The Chief Medical Officer of Health is encouraging the public, especially pregnant people and people in close contact with infants, to be aware of symptoms related to pertussis (whooping cough) and to ensure vaccinations are up to date as cases continue to increase throughout the province.

As of May 9, 50 cases of pertussis have been reported in the province in 2024. Increases in pertussis cases are occurring in other areas of Canada and globally and Newfoundland and Labrador (NL) Health Services has advised the public of an outbreak of pertussis in the eastern zones of the province.

Pertussis is a contagious respiratory infection caused by the bacterium Bordetella pertussis and can lead to severe complications, especially in vulnerable populations. Symptoms may start with a runny nose, mild fever and cough, and progress to episodes of severe, prolonged coughing, often accompanied by a distinctive “whooping” sound during inhalation. Coughing can persist for up to eight weeks. Complications of pertussis include pneumonia, seizures and brain damage.

Pertussis can be treated with antibiotics, but vaccination is the most effective means of controlling the spread of pertussis. Pertussis vaccine is part of the province’s childhood immunization schedule and given at two, four, six, and 18 months, and at four to six years old. After this series of vaccines, the vaccine is 90 per cent effective. A pertussis booster is also given in Grade 9.

Pregnant people are vaccinated between 27 and 32 weeks of pregnancy regardless of vaccine history. Antibodies produced as an immune response to the vaccine are transferred to the fetus during pregnancy and protects most newborns up to two to three months of age.

Adults are recommended to receive a booster dose of the pertussis vaccine at least 10 years after their adolescent (Grade 9) vaccination.

Government of Newfoundland and Labrador Announces Support for Jumping Bean Coffee

The Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, today announced support for Jumping Bean Coffee in its plans to expand into new markets.

The Provincial Government is providing $50,000 to grow Jumping Bean Coffee through a focus on export markets. The company will engage a social media management consultant as well as a sales and marketing consultant to improve social media channels, pre-sales and lead generation opportunities. The provincial investment leverages a $50,000 contribution towards the project from the company, for a total project investment of $100,000.

Jumping Bean Coffee, headquartered in Mount Pearl, is an independent premium coffee roaster, specialty wholesaler and café retailer. Independently owned and operated since 2005, the company’s activities have expanded to importing and roasting coffee at its plant in St. John’s, supplying independent and national retailers with whole beans and single-serve pods, and running a system of corporate and franchise cafés. They are now looking to take the next step through exporting their product to new markets.

Jumping Bean Coffee is committed to purchasing fair trade coffee, which ensures farmers are paid a fair price for their product. The company has also reduced the carbon footprint of its roasting operation, resulting in significant environmental benefits.

Through the Business Development Support Program, the Provincial Government supports small and medium-sized businesses that are committed to develop and grow their operations by improving operational productivity, focusing on trade opportunities and developing their markets.

Public Advisory: Provincial Government Issues Ride-Sharing Licence to Kabby

In accordance with the requirements of the Highway Traffic Act, the Government of Newfoundland and Labrador has issued a Transportation Network Company (ride-sharing service) licence to Kabby.

The Government of Newfoundland and Labrador first announced the introduction of a provincial approach to ride-sharing in October 2023.

Legislative amendments to permit ride-sharing services to operate within the province came into effect on December 21, 2023.

Transportation Network Companies are required to obtain a licence from the Registrar of Motor Vehicles to operate in Newfoundland and Labrador and ride-sharing drivers are required to hold a Class 4 licence.

Public Advisory: Temporary Closure of Water Street East Ramp on Pitts Memorial Drive

The Water Street east ramp on the Pitts Memorial Drive CN Viaduct will be closed beginning Monday, May 13, beginning at approximately 7:00 a.m.

The closure is necessary to accommodate ongoing work on the bridge and is anticipated to last a couple of months. An update will be provided when the work nears completion.

Motorists are encouraged to use Hamilton Avenue as an alternative route to access Water Street east.

Call for Nominations for 2024 Council of the Federation Literacy Award

Nominations are now open for the Council of the Federation Literacy Award, presented annually by premiers from each province and territory to recognize outstanding achievement, innovative practice, and excellence in literacy. The deadline for submissions is June 7, 2024.

For 2024, Newfoundland and Labrador nominations are being accepted for the category of Community Organization. This category is for organizations that provide or develop programs, services or projects that promote literacy and/or help to better the lives of others by improving reading and writing skills and preparing them for post-secondary education and/or employment.

The award will be presented this fall. The winner will receive a Council of the Federation Literacy Award engraved medallion and a certificate signed by the Premier of Newfoundland and Labrador.

Please take this opportunity to tell us about a community organization that has demonstrated excellence and leadership in the field of adult literacy.

Funding Will Facilitate Water and Sewer Upgrades in the Town of Salmon Cove

A joint investment of approximately $300,000 by the Provincial Government and the Town of Salmon Cove will support water and sewer system upgrades under the Municipal Capital Works Program.

The project involves sewer connection for homes in the Pine Grove Avenue area, along with upgrades to the existing water system. On Ruben Penney Lane, upgrades will be made to the existing water line and a new sewer line and fire hydrants will be installed.

The Municipal Capital Works program fosters the development of cost-shared projects for many types of municipal infrastructure. Typical projects include water and wastewater treatment, seawalls, roads, recreational facilities, town halls and fire halls.

Funding is cost-shared between provincial and municipal governments and is available to municipalities, local service districts and Inuit Community Governments. More information on initiatives to facilitate and build on municipal capital works throughout the province can be found here.

Budget 2024 includes more than $172 million for community infrastructure projects being completed under the Municipal Capital Works Program and the Investing in Canada Infrastructure Program.

Public Advisory: Public Engagement Process Open for Four Proposed Protected Areas

Site-specific information is now available online for the following proposed protected areas in Newfoundland and Labrador: Ripple Pond, Halls Gullies, Conne River North and Facheaux Bay.

Residents and stakeholders interested in learning more about these four proposed protected areas are encouraged to review the information available on engageNL.

Individuals who have questions or wish to share their feedback on the proposed sites can:

  • Contact the Wilderness and Ecological Reserve Advisory Council (WERAC) Secretariat directly at werac@gov.nl.ca.
  • Call 709-632-0843 – Ripple Pond and Halls Gullies.
  • Call 709-636-4836 – Conne River North and Facheaux Bay.
  • Submit comments to the interactive online maps.

In May 2023, the Provincial Government, along with WERAC, announced it would conduct public engagement on 10 proposed protected areas. These areas include nine sites described in the Home For Nature report: Ripple Pond; Halls Gullies; Cape Norman; Watts Point Extension; Facheaux Bay; Conne River North; Stony Lake; Rodney Pond; and Cape St. George; and a 10th publicly proposed site, Indian Arm Brook.

Public Advisory: National Test of Alert Ready to Take Place Today

As part of Emergency Preparedness Week, the Provincial Government is reminding residents that a test of the National Public Alerting System, Alert Ready, will be conducted in most provinces and territories over television, radio, and compatible wireless devices today, Wednesday, May 8, at 3:25 p.m. (NDT) in Newfoundland and 2:55 p.m. (ADT) in most of Labrador.

Public Safety Canada has established the capability to issue alerts through the Government Operations Centre to communicate important information of nation-wide interest directly to the public using the National Public Alerting System.

For this test alert, Public Safety Canada will test its own public alerting capability in participating provinces and territory, with the support of Newfoundland and Labrador.

Be advised some residents will not receive the test alert on their wireless device due to compatibility, LTE network connection, cell tower coverage, device software and/or settings. Check your phone’s compatibility here.

Alert Ready is Canada’s emergency alerting system, delivering critical and potentially life-saving alerts through television, radio, and compatible wireless devices. The emergency alerting system is a partnership of federal, provincial, and territorial governments, as well as industry partners that ensures residents receive emergency alerts immediately and take the necessary steps to protect themselves, their families, and their communities.

In 2023, the Alert Ready system distributed over 1,000 emergency alerts across Canada.
