Minister Highlights Progress on Fisheries Issues

The Honourable Elvis Loveless, Minister of Fisheries, Forestry and Agriculture, is highlighting progress on fisheries issues raised by the FFAW and harvesters in the past week.

Minister Loveless wrote to the FFAW on March 14, 2024, to request clarification of the position of the union regarding outside buyers. In a letter of March 15, 2024, the FFAW replied to indicate their support for allowing outside buyers on all species, requesting that processing capacity be raised by lifting the caps on processing licences and issuing new processing licences, and a comprehensive review of structural issues associated with the fishery.

In response to these requests, the Provincial Government has taken the following positions with the FFAW and harvesters:

Outside buyers: The Provincial Government initiated an application process for outside buyers today, starting with the soon-to-be-opened snow crab fishery.

Processing capacity: The Provincial Government will increase processing capacity in the snow crab industry prior to the start of the 2024 snow crab fishing season. The extent of the increase and mechanism to achieve the increase will be informed by the final Total Allowable Catch (TAC), once announced by the federal Minister of Fisheries and Oceans.

Review of the Fishery: Minister Loveless committed to a review that will touch on all elements of the fishery and will include the FFAW in the planning of the review.

The Provincial Government continues to work hard with all those who support the sustainable management of our fishing sector. There are 17,000 seafood workers and 400 communities that rely on the fishery for their livelihood.

Public Advisory: Parking Restrictions in Place at Confederation Building for Budget Day

Parking restrictions will be in place for all visitors and public service employees at Confederation Building Complex for Budget Day, tomorrow (March 20, 2024).

Parking is available in the lot between the visitor’s entrance and basement of the East Block for media attending the Budget Speech. The parking lot in front of East Block will be closed tomorrow.

In addition, the parking lot at the rear of East Block, near the House of Assembly entrance, will be available to permit holders for Zones A, B, C, invited guests and persons with disabilities only.

Parking restrictions will be in place all day beginning at 6:00 a.m. Signs will be in place as a reminder.

Parking for visitors to Confederation Building Complex for purposes other than the Budget is available in the remaining parking lots. Visitors must use the Visitor Entrance near the link on the north side of the complex.

Public Advisory: Child Benefits to be Paid on Wednesday; Payment Part of 300 per cent Increase in Child Benefit

Beginning Wednesday, March 20, 2024, low-income families with children in the province will see an increase in the benefits they receive from the Government of Newfoundland and Labrador. Eligible parents will see increased amounts included with their March 20, 2024 Canada Child Benefit, including a retroactive amount for January-March 2024.

As announced on November 8, 2023, the Provincial Government has increased the Newfoundland and Labrador Child Benefit by 300 per cent as part of a heightened focus on reducing child poverty under the province’s new Poverty Reduction Plan. This increase will benefit approximately 14,000 children up to age 18.

Also on March 20, eligible low-income families with children from age one up to age five will receive their first additional $150 per month from the Provincial Government through the Prenatal-Early Childhood Nutrition Supplement. Previously this benefit ended when children turned one. This amount is also included with the Canada Child Benefit Payment and will include a retroactive amount for January and February. Premier Furey Announces $13 Million from Budget 2024 for New Sport and Well-Being Dome

As part of Budget 2024 and in support of prioritizing the health and well-being of Newfoundlanders and Labradorians, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, today announced a $13 million investment for a new sport and well-being dome in St. John’s.

The facility will prioritize exercise rehabilitation for acute care patients with conditions such as heart disease, lung disease, orthopaedic conditions, stroke and cancer. The program will be administered by NL Health Services and will operate out of the dome five days per week. This will enhance capacity for exercise rehabilitation in this province, aligning with the recommendations of Health Accord NL.

The new dome will also enable an expansion of training and competition facilities for provincial level athletes and teams.

In addition, the general public will be able to avail of the facility’s walking track for their own health and well-being goals. The track will provide barrier free access to anyone looking for a safe walking or running space year-round, but especially during the province’s winter months.

The building will be constructed in the metro St. John’s area; however, a location has yet to be finalized. In addition to the exercise rehabilitation program, turf and walking track, preliminary plans for the facility include office space, locker rooms, bathrooms and shower facilities.

This new facility aligns with the Provincial Government’s goal of being one of the healthiest provinces in Canada by 2031 and demonstrates its ongoing commitment to the health and well-being of Newfoundlanders and Labradorians.

Public Advisory: Provincial Government Issues Expression of Interest for Outside Buyers to Export Live Snow Crab

Today, the Provincial Government invited fish buyers and fish processors to submit an Expression of Interest application for a temporary Fish Buyers Licence to export live snow crab out of the province for the 2024 snow crab fishery.

The purpose of the Expression of Interest is to evaluate allowing outside buyers, by providing Newfoundland and Labrador snow crab harvesters with more opportunities to sell their catch for the 2024 snow crab fishery. The Expression of Interest includes a fish buyer’s licence application so that timely issuance of licences can proceed, should there be an interest.

Expressions of Interest, including the application for a fish buyer’s licence, must be submitted electronically to derricklockyer@gov.nl.ca. Program details, eligibility requirements and information on the application process are available on the Department of Fisheries, Forestry and Agriculture website here.

The Provincial Government will continue to work with all stakeholders to advance our fishing industry and derive the maximum benefit from the public’s fishing resources in Newfoundland and Labrador.

Report: A-2024-010 Report Date: March 15, 2024 Public Body: Department of Municipal and Provincial Affairs Summary: The Complainant made an access to information request to the Department of Municipal and Provincial Affairs for records about the establishment of a beach reserve. The Department provided responsive records, but withheld some information pursuant to sections 29 (policy advice), 30 (legal advice), 31 (disclosure harmful to law enforcement), and 40 (disclosure harmful to personal privacy). The Complainant made a complaint to this Office to review the decision by the Department to withhold this information. The Commissioner found that the exceptions to access had been properly applied and the Department could continue to withhold this information.

Provincial Government Recognizes Education Week in Newfoundland and Labrador

Today, the Honourable Krista Lynn Howell, Minister of Education, recognized March 18 – 22 as Education Week in Newfoundland and Labrador. The theme this year is Planting Positivity. Minister Howell was joined by Trent Langdon, President of the Newfoundland and Labrador Teachers Association (NLTA), in signing a proclamation to declare the week.

Education Week is a time to celebrate the educational experience of students, teachers, and staff, and appreciate combined efforts and dedication to support positive learning and teaching spaces for all members of the K-12 education system.

The Provincial Government is committed to creating and fostering a positive and modern learning environment. Recent actions to support these efforts include the elimination of the 1.6 km rule to access school bus services; a commitment to new school infrastructure in Kenmount Terrace, Portugal Cove-St. Philip’s, Cartwright, and Paradise; the elimination of public exams and development of a new assessment and evaluation framework for high school students; dedicated recruitment and retention initiatives stemming from the recently held Teachers Think Tank and the ratification of the new collective agreement.

The integration of the former school district into the Provincial Government is now complete and more than 8,000 employees have been welcomed into the public service. This strengthened focus on education will support government’s work to provide high quality educational programs and services for all students in Newfoundland and Labrador.

Media Advisory: Access to Chamber Floor for Photography/Videography Purposes for Budget Speech 2024

The House of Assembly advises that there will be limited space available for media in a designated area on the Chamber floor for the purposes of photography/videography during Budget Speech 2024. Media wishing to access the Chamber floor are asked to pre-register no later than 9:00 a.m. tomorrow (March 20). Media pre-registered for access to the Chamber floor must be in position by 1:50 p.m. on Budget day (or immediately following release from the Budget lock-in for those attending).

Pre-registration is not required for media accessing the press gallery.

A live feed of the Budget Speech will be available on the House of Assembly website and social media channels (Facebook and YouTube).

Projects Announced for the 2024-25 Multi-Year Roads Plan

More than $250 million has been announced for highway construction projects for 2024-25, as part of the Provincial Government’s Multi-Year Provincial Roads Plan. This investment is part of the $1.4 billion in improvements to provincial roads and highways announced last year.

The Roads Plan outlines a list of highway construction projects planned for the 2024-25 highway construction season and a partial list of projects planned for 2025-26, which will be updated in early 2025. In addition to major highways and regional trunk roads, the plan also includes many provincially-owned local roads. More details on these projects can be found in the backgrounder below.

The Honourable John G. Abbott, Minister of Transportation and Infrastructure, will be available to speak to media about the Roads Plan today (Tuesday, March 19) at the Media Centre, Ground Floor, East Block, Confederation Building beginning at 11:30 a.m. He will be joined by Jim Organ, Executive Director, Heavy Civil Association of Newfoundland and Labrador.

In February, residents were encouraged to provide information on roads to be considered for the plan such as region, route name or number, the nearest municipality or landmark, and the type of road issue being experienced. More than 400 suggestions were received. This information was then aligned with the technical input already received from the department’s engineers to help finalize this year’s plan.

Other significant factors in determining the list of highway construction projects selected for the plan include the impacts of climate change; commercial, industry and tourism impacts; daily traffic volumes; road condition ratings; and populations serviced.

The Department of Transportation and Infrastructure has already begun issuing tenders for road construction work to begin this construction season. Tenders have been issued for various projects including:

  • Replacement of two bridges at Windmill Bight (Route 330);
  • Rehabilitation of Change Island Bridge (Route 335-14);
  • Evaluation of Bay D’Espoir Bridge (Route 361);
  • Rehabilitation of Portland Creek, Bound Brook, West River, Castor River, Bowing Brook Bridges (Route 430);
  • Rehabilitation of Southwest Brook (Route 414), East Brook Bridge (Route 413), Black Brook Bridge (Route 410), Pacquet Bridge (Route 417), and Shoe Cove North Bridge (Route 414); and,
  • Rehabilitation of Lloyds River, Dry Pond Brook, Burnt Pond Brook Bridges (Route 480) and Crabbs River Bridge (Route 1).

The department will continue issuing tenders throughout the next few months in preparation for the upcoming construction season.

Election Writ Issued for Fogo Island-Cape Freels By-Election

Today, Mr. Travis Wooley, Chief Electoral Officer (Acting) of Newfoundland and Labrador, issued an election writ to the Returning Officer for the District of Fogo Island-Cape Freels. The by-election will take place on Monday, April 15, 2024.

The following key dates apply to this election:

  • Election Day – Monday, April 15. Polls will be open from 8:00 a.m. until 8:00 p.m.
  • Advance Poll – Monday, April 8. Polls will be open from 8:00 a.m. until 8:00 p.m.
  • Deadline for Candidate Nominations – Monday, March 25 at 2:00 p.m.

Paddy’s Pond Concrete Batch Plant                                                    (Reg. 2292)
Proponent: Farrell’s Excavating Limited

The Proponent is proposing to establish and operate a temporary concrete batch plant in their existing quarry location within the City of St. John’s. The batch plant would be installed within the quarry’s 6.5-hectare boundary and would produce an anticipated 5000 cubic metres of ready-mix cement over the course of 8-12 months. Construction would include levelling the site and the installation of stone footings for the temporary batch plant. Produced concrete would be sold or transported for use in regional construction Projects. The Proponent is proposing to restore a pre-existing logging trail off the Salmon Pond Resource Road to provide access to a private cottage located 2.8 kilometres off the Trans-Canada Highway Northwest of Glenwood. Crown Zone 3 Five-Year Operating Plan
District 4 Amendment (2022-2026)                                                    (Reg. 2294)
Proponent: Department of Fisheries, Forestry and Agriculture              

The Proponent is proposing an amendment to the Crown Zone 3 Five-Year Operating Plan (2022-2026). The Project includes the creation of a new commercial harvest block in District 4 located approximately 17 kilometres southwest of the town of Terra Nova. The amendment would allow access to an additional 1,081 hectares of forested land and 45,000 cubic metres of harvestable timber. Access to the area would be via an existing forestry road and road infrastructure constructed in association with the Labrador-Island Link Project. No new primary road construction is planned, and the district’s sustainable harvest level would be balanced by reducing harvesting elsewhere in the district. UNDERTAKING RELEASED:
Portugal Cove South to Cape Race Multiuse Trail                           (Reg. 2288)
Proponent: Town of Portugal Cove South

The Project is released from further environmental assessment subject to the following conditions:

  • The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the Project on the environment.
  • The Pollution Prevention Division (PPD) of the Department of Environment and Climate Change requires a Waste Management Plan (WMP) for the construction and operation phases of the undertaking to be approved by the PPD prior to Project construction.
  • The Department of Fisheries, Forestry and Agriculture requires the following;
    • The Wildlife Division requires that an Environmental Protection Plan (EPP) must be submitted and approved prior to Project construction. The EPP must include the following;
      • Measures that will be implemented to prevent adverse effects of the Project on water crossings and wetlands, in accordance with the Off-Road Vehicles Act and regulations, Guidelines for Water Course Crossings and in alignment with Fisheries and Oceans Canada’s Information on Projects Near Water and Best Management Practices for the Protection of Freshwater Fish Habitat in Newfoundland and Labrador.
      • Measures that will be implemented to prohibit trail-braiding/fanning out from the main trail by ATVs, and enforcement to prevent ATV use on wetland and barren habitats.
      • Measures that will be undertaken to mitigate adverse effects on caribou during Project construction and operation.
      • Measures that will be undertaken to mitigate adverse effects of the Project on avifauna species at risk, including Short-eared Owls, Bobolink, Red Crossbill, and Common Nighthawk during Project  construction and operation.
    • The Proponent is required to submit a presence/absence survey for short-eared owls completed by a qualified independent third party, preferably between late June and late July of the construction year, prior to the start of construction.
    • Vegetation clearing is not to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) or within 200 metres during the remainder of the year. The 200-metre buffer applies to all other raptor nests (e.g. Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest sites shall be reported to the Wildlife Division.
    • Digital geospatial data (e.g., a GPS file) of the final trail must be submitted to the Department of Fisheries, Forestry and Agriculture once construction is complete.
  • The Department of Tourism, Culture, Arts and Recreation requires that GPS coordinates for the trail and plans for trail design and construction are to be submitted and approved by Tourism Product Development prior to Project construction.
  • The Proponent must advise the Environmental Assessment Division when the conditions of release have been met, by e-mailing a written description, documents and images (where applicable) to demonstrate that the conditions have been fulfilled.
  • The Proponent must update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the Project, within one year from the date of this release letter and to provide additional updates if required.

Provincial Government Announces Appointment to Board of Regents at Memorial University

The Honourable Krista Lynn Howell, Minister of Education, today announced the three-year appointment of Rex Gibbons to the Memorial University Board of Regents.

The Board of Regents, along with Memorial University’s Senate, is responsible for all operational matters of the institution including programming, qualifications of employees, and other matters deemed to be in the best interest of the institution. The Board of Regents consists of individuals with a diverse range of knowledge and expertise.

The Provincial Government continues to support Memorial University as it moves through the implementation process of recommendations from the Auditor General’s report.

Rex Gibbons

Rex Gibbons is an experienced businessperson, and has held positions such as the Executive Vice-President and Board Member with the Jacques Whiteford Group of Companies. Mr. Gibbons has served as a member of the Board of Regents previously, a former Member of the House of Assembly for St. John’s West, and Minister of Mines and Energy and Natural Resources in the Government of Newfoundland and Labrador. He has been an active volunteer throughout his career with several community organizations. Mr. Gibbons holds a PhD in geology from the California Institute of Technology (Caltech), undergraduate degrees in education, math and geology, and a Masters in Science in geology from Memorial University.

Provincial Government Announces Agreement with Corner Brook Pulp and Paper Limited

The Government of Newfoundland and Labrador today announced that it has entered into an agreement to purchase additional power to further support the electricity grid, and to help stabilize Corner Brook Pulp and Paper Limited (CBPP), its workers and the forestry industry during challenging conditions in the global newsprint market while the company explores diversification opportunities.

The six-month agreement includes Newfoundland and Labrador Hydro (Hydro) purchasing excess green energy from CBPP’s Deer Lake Power assets. In turn, CBPP will work to identify new revenue sources from viable wood-based bioproducts projects in order to unlock Newfoundland and Labrador’s high forest potential while further stabilizing the mill’s sustainability and future.

A new agreement between CBPP and Hydro for energy generated from CBPP’s existing power generation facilities will provide flexibility for Hydro to draw upon when needed. There is no impact on the ratepayer as a result of the agreement.

In addition, the Provincial Government and CBPP have reached an agreement with respect to security, workforce and diversification. CBPP has committed to offer for sale saw logs to the three large sawmills in line with CBPP annual operating plans submitted to the Department of Fisheries, Forestry, and Agriculture. These saw log sales are essential for the stability of the forest sector.

The Provincial Government remains optimistic about the forestry industry and continues to have ongoing discussions with CBPP.

CBPP is the only newsprint mill in the province and, according to Statistics Canada, contributed $49.9 million to the provincial GDP in 2020. CBPP operates two paper machines producing 240,000 tonnes annually with a sales value of ~$130 million and paper production directly employees about 305 workers.

CBPP consumes about 450,000 cubic meters of wood per year and employs a further approximately 80 staff in forest management and harvesting. Sale of saw logs to mills supports the lumber sector and generates revenue for CBPP.

Applications Open for Newfoundland and Labrador Community Transportation Program

 Today, the Honourable Paul Pike, Minister of Children, Seniors and Social Development, is announcing a call for applications for the 2024-25 Newfoundland and Labrador Community Transportation Program.

The Provincial Government is investing $300,000 for the 2024-25 Newfoundland and Labrador Community Transportation Program. Incorporated municipalities, not for profit groups, Indigenous Governments and communities are eligible to apply for up to $100,000 to develop, implement and evaluate accessible and inclusive community-based transportation programs.

Projects under the program should focus on helping to enhance and expand community transportation services for people who experience barriers to transportation, including ability and geography, often in combination with low income.

In 2023-24, five recipients were awarded funding through the Newfoundland and Labrador Community Transportation Program, as detailed in the backgrounder below.

Infrastructure Investments will Support Local Roads Improvements

Provincial, federal and municipal government support of more than $32 million will result in various improvements to roads throughout Newfoundland and Labrador.

Spanning from Trepassey to Wabush, the 31 projects include intersection re-designs, sidewalk installations, roadside retaining wall replacements, culvert and bridge replacements, as well as more than 20 road re-paving projects.

A list of the projects is included in the backgrounder below.

A total of 27 municipalities will benefit from this support, including the City of Corner Brook, where today’s announcement took place. In Corner Brook, the retaining wall on Curling Street will be replaced to prevent damage to the road, and the Deep Gulch Brook culvert will also be replaced and will include a new sidewalk and traffic island.

Modern transportation infrastructure is critical to connecting communities, helping businesses move their goods to customer markets, and building a strong economy.
