Public Vigilance Encouraged as Forest Fire Season Set to Commence

The 2024 forest fire season for Newfoundland and Labrador begins today (May 1) for the island portion of the province, while May 15 is the beginning of forest fire season in Labrador, with both remaining in effect until September 30.

The public is reminded a permit to burn must be obtained from a provincial forest management district office to burn vegetation, wood and paper products during forest fire season. A permit is not required for backyard fires, recreational campfires and boil-ups on forest land, or within 300 metres of forest land, on condition the fire is prepared in accordance with strict Provincial Forest Fire Regulations. Anyone planning outdoor fires should first check the provincial online forest fire hazard rating maps to determine the level of forest fire risk. Fire hazard maps can be viewed at the Department of Fisheries, Forestry and Agriculture website and are updated daily. To report a wildfire, call: 1-866-709-FIRE (3473).

Wildfire suppression teams, water bombers and helicopters are strategically located throughout the province and ready to respond when and where needed. Also, if required, Newfoundland and Labrador can access forest firefighting resources from other provinces through mutual resource sharing agreements.

Several improvements to the province’s wildland fire management capabilities have been made for 2024. This consists of upgrades to the Provincial Forest Fire Communications Centre weather monitoring and forecasting systems; launching a new online NL Active Wildfire Dashboard that provides real-time wildfire information; and the delivery of 23 new wildfire response vehicles.

Through Budget 2024, the Provincial Government has allocated $1.5 million to support the procurement of wildland firefighting equipment. The budget also earmarks a further $1 million to contribute to a shared federal funding program that will provide training and equipment for wildland firefighters.

Provincial Government Providing Funding to Improve Access to Nutritious Food

The Honourable Tom Osborne, Minister of Health and Community Services, announced today approximately $220,000 in funding to Food First Newfoundland and Labrador to support improved access to nutritious foods for residents throughout the province.

Food First Newfoundland and Labrador is a non-profit organization that works to advance the right to food in Newfoundland and Labrador.

The funding is in addition to annual operating grants of $105,000 provided to Food First Newfoundland and Labrador to support community-level food security initiatives across multiple settings including schools, the retail sector and Indigenous communities.

The Department of Health and Community Services prioritizes improved access to nutritious food as a component of improving health outcomes and addressing the social determinants of health for the residents of the province. The department focuses on community and school-based initiatives to support improved access to food.

In November 2023, the Provincial Government announced a new Poverty Reduction Plan that provides incremental investments totaling $41 million. The plan focuses on improving the overall well-being of Newfoundlanders and Labradorians with a series of actions aimed at reducing poverty and improving food security in the province.

Budget 2024 builds on transforming Newfoundland and Labrador with record high investments in health care, seniors, housing and poverty reduction.

Provincial Government Invests $550,000 to Support Mental Health and Suicide Prevention Training

The Department of Health and Community Services has provided $550,000 in funding to the Canadian Mental Health Association – Newfoundland and Labrador Division (CMHA-NL) to support mental health and suicide prevention training initiatives.

This funding will enable CMHA-NL to continue to partner with Lifewise NL and Richard’s Legacy Foundation for Survivors of Suicide Loss to provide essential training programs across the province. This aligns with the recommendations in Our Path of Resilience: An Action Plan to Promote Life and Prevent Suicide in Newfoundland and Labrador to increase access to evidence-based mental health and suicide prevention training, thereby enhancing community resources and creating more resilient and supportive communities.

Building upon earlier funding, 62 courses have been offered with 630 people attending training in either Mental Health First Aid, Applied Suicide Intervention Skills Training (ASIST) or SafeTalk across the province as of March 2024. This investment will further support a coordinated and efficient approach to mental health training across the province.

Centralizing training with CMHA-NL, in collaboration with Lifewise NL and Richard’s Legacy Foundation for Survivors of Suicide Loss, will also help streamline administration, reduce per-participant costs, and allow Community Addictions Prevention and Mental Health Promotion (CAPMHP) Program funds historically used for this purpose to support additional community initiatives.

Budget 2024 includes more than $17 million to help improve access to mental health and addictions services by expanding options for individuals seeking help when and where needed.

Ministerial Statement: Announcing Update on Public Safety Radio in Newfoundland and Labrador

The follow statement was read in the House of Assembly today by the Honourable John Hogan, KC, Minister of Justice and Public Safety and Attorney General:

Speaker, I am proud to announce that on June 1, 2024, public safety radio will be in effect province-wide.

This system improves response times in crucial moments, and enables all four Atlantic Provinces to communicate immediately during an emergency.

Speaker, our government committed to this project four years ago. We recognized how this could bolster public safety in all regions and committed $181 million over 12 years to implement this and the associated communications infrastructure.

I commend officials for working together to ensure all facets of the emergency response system are ready to go live on June 1. This endeavor to implement a new system incorporates thousands of radio users, from police, to firefighters, to paramedics. This also includes radios for ground search and rescue teams, as well as volunteer fire departments across the province.

Speaker, as we sit on the eve of emergency preparedness week, I would be remiss not to acknowledge our first responders, whose compassion and selflessness to help others deserves our recognition and gratitude.

This is a significant day for public safety in Newfoundland and Labrador. Thank you.

Ministerial Statement: Provincial Government Prepared for 2024 Forest Fire Season

The following statement was read in the House of Assembly today by the Honourable Elvis Loveless, Minister of Fisheries, Forestry and Agriculture:

 Speaker, governments, communities, and residents all have a role to play in protecting against wildfires. With the 2024 forest fire season set to begin May 1 on the island and May 15 in Labrador, I would like to highlight our preparedness efforts and encourage the public to be vigilant in preventing forest fires. With the assistance of funds from Budget 2024, $1.5 million has been invested in new wildland firefighting equipment and a further $1 million has been allocated to match a shared federal funding program to train and equip wildland firefighters.

Forestry personnel were busy throughout the winter conducting training, testing equipment and planning logistics. Currently, we have wildfire suppression teams, water bombers, helicopters, and equipment strategically located throughout the province — ready to respond whenever and wherever they are needed.

Every one of us has a role to play in wildfire prevention. For instance, we can proactively protect our properties by removing leaves and other flammable debris and relocating it to a safe distance from dwellings. When planning an outdoor fire, check the online Provincial Forest Fire Hazard Index maps on the Fisheries, Forestry and Agriculture website; familiarize yourself with burning regulations; and obtain a permit to burn when it is required.

Before concluding, I would like to thank everyone who puts their lives at risk in this province to fight a wildfire. Your contribution to public safety is immeasurable.

Public Advisory: Roofing Accident Leads to Occupational Health and Safety Charges

A Central Newfoundland company has been charged with violations under Newfoundland and Labrador’s Occupational Health and Safety Act and Regulations.

Charges against D.S. Building Contractor Limited of Botwood are the result of an investigation by Digital Government and Service NL’s Occupational Health and Safety Division following an accident, which occurred in April 2022 in Botwood. The accident involved a fall from a residential roof that resulted in one worker receiving serious injuries.

D.S. Building Contractor Limited has been charged with three violations:

  • Disturbing the scene of an accident.
  • Failure to ensure workers were given the necessary training, supervision and facilities to ensure their safety.
  • Failure to ensure appropriate fall protection equipment was used.

The company’s first appearance at Provincial Court in Grand Falls-Windsor is scheduled for May 8, 2024.

The ceremony will be streamed live on the House of Assembly website and social media channels (Facebook and YouTube).

Minister Parsons Announces Funding for NetBenefit Market Expansion Plan

A St. John’s-based software company that helps corporations track and measure their social impact will receive Provincial Government support for its market expansion project.

The Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, today announced $67,325 in funding for NetBenefit Software Inc. The Provincial Government’s investment helps to leverage a $80,325 investment from NetBenefit for total project funding of $147,650.

NetBenefit’s software allows companies in the resources and energy sectors to track and manage their socioeconomic impact. NetBenefit began by designing a system to ensure that the benefits from the Voisey’s Bay Nickel Mine were being received by the local and Indigenous communities. According to the company, the project helped set the new standard for local content levels, project diversity and capacity building in the industry. Since this project, NetBenefit has expanded to other companies and communities across Canada.

Provincial Government support will assist the company with:

  • Expansion across North America.
  • Increasing its existing client base.
  • Expanding its technology and reach beyond its current client base and diversifying its clientele.

NetBenefit currently has eight employees and is expecting to hire at least four more full-time employees as a part of this project.

This project is supported through the Business Development Support Program, which allows the Provincial Government to support small and medium-sized businesses that are committed to develop and grow their operations by improving operational productivity, focusing on trade opportunities and developing their markets.

2025 East Coast Music Awards Will be Held in St. John’s

Today, the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, and the Deputy Mayor of the City of St. John’s, Sheilagh O’Leary, announced that the 2025 East Coast Music Awards will be held in St. John’s.

The Provincial Government is providing a total of $300,000 through Celebrate NL and the Department of Industry, Energy and Technology, and the City of St. John’s is contributing $200,000. These investments will help celebrate East Coast Canadian music, its artists and industry professionals right here in Newfoundland and Labrador.

The awards and associated events will take place from May 7-11, 2025. The five-day event will offer musical showcases, special events, seminars and industry gatherings.

The East Coast Music Awards attract industry professionals, talent buyers, media and record labels from around the world. The 2025 Export Buyers Program expects in excess of 120 Canadian and International talent buyers to Newfoundland and Labrador.

The 2024 East Coast Music Awards begin this week in Charlottetown, Prince Edward Island.

Applications Open for Accessible Vehicle Funding

The Honourable Paul Pike, Minister of Children, Seniors and Social Development and Minister Responsible for the Status of Persons with Disabilities, is today announcing a call for applications for the 2024-25 Accessible Vehicle Funding program.

Budget 2024 includes an investment of $350,000 for Accessible Vehicle Funding for 2024-25. This aligns with the Provincial Government’s continued commitment to improve accessibility for persons with disabilities which contributes to meaningful community participation, inclusion and overall well-being.

Grants under Accessible Vehicle Funding are available to eligible individuals and families looking to acquire or adapt personal vehicles for accessibility. Eligible applicants can receive up to $50,000 funding for accessibility related vehicle modifications.

Guidelines and applications for 2024-25 Accessible Vehicle Funding are available here. The application deadline is June 30, 2024.

Prince of Wales Collegiate School System Grade Configuration to Change for 2024-25 School Year

The Department of Education is changing the grade configurations among four schools within the Prince of Wales Collegiate School System to take effect for the 2024-25 school year. This is due to capacity challenges at the primary/elementary school level.

On April 18, 2024, the department engaged the school community on the proposed changes that would affect St. Andrew’s Elementary, Larkhall Academy, Leary’s Brook Junior High and Prince of Wales Collegiate. Feedback was received from 616 students, staff, parents, and families on the proposed changes.

Beginning this September, the following changes will take effect to best accommodate the changing demographics of the school community while optimizing current school infrastructure:

  • St. Andrew’s Elementary and Larkhall Academy will be reconfigured to Kindergarten to Grade 4. As a result, current Grade 4 students at St. Andrew’s and Larkhall Academy advancing to Grade 5 in September 2024 will transition one year earlier to Leary’s Brook Junior High, which is the current feeder school.
  • Leary’s Brook Junior High will be reconfigured to Grades 5-8. As a result, current Grade 8 students at Leary’s Brook advancing to Grade 9 in September 2024 will transition one year earlier to Prince of Wales Collegiate, which is the current feeder school.
  • Prince of Wales Collegiate will be reconfigured as a Grade 9-Level IV school.

The grade reconfiguration is anticipated to be an interim measure until planning and construction are finalized on new school builds in Kenmount Terrace and Portugal Cove-St. Philips.

There will be no changes to catchment areas for students and no changes to the grade configuration of Beachy Cove Elementary or Brookside Intermediate, which also feed into the Prince of Wales Collegiate school system. Appropriate busing will be in place to support the new configuration in the 2024-25 school year.

The Provincial Government is taking action to modernize the education system, including building new infrastructure to meet the needs of students, teachers, and communities. Budget 2024 provides over $52 million for school infrastructure, as well as $146 million allocated over next three years for new schools in Cartwright, Kenmount Terrace, Portugal Cove-St. Philips, and Pilley’s Island, and planning for a new high school in Paradise.

Speaker, last week the Premier and I were pleased to be in Come By Chance to celebrate the refinery’s 50-year history in the community and mark the beginning of a new era with the launch of renewable fuel production.

In February, Braya Renewable Fuels successfully commenced refinery operations, converting the traditional petroleum refinery into a renewable fuel production facility, investing more than $1 billion into our province and drastically reducing emissions.

Our government recognizes the importance of this refinery and the jobs it supplies directly and indirectly to the local communities, to the region, and to the entire province. It’s why, in January of 2021, we provided $16.6 million in funding to keep the refinery in warm-idle mode, as the owners at the time searched for a buyer or investor.

We were pleased that our support provided the owners with the time necessary to secure the investment to convert the refinery to sustainable aviation fuel and renewable diesel production, securing employment for workers and a long-term, environmentally sustainable solution.

On March 27, Braya’s first ever shipment of biofuel, produced from soya bean oil, was exported from Newfoundland and Labrador to a customer based in California.

Ministerial Statement – Premier Furey Offers Condolences on the Passing of Broadcast Legend Bob Cole

The following statement was read in the House of Assembly today by the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador:

Speaker, on behalf of the Provincial Government and all Newfoundlanders and Labradorians, I send my sincere condolences to the family and friends of legendary broadcaster Bob Cole.

The passing of the voice of Hockey Night in Canada is a loss not just for a nation of dedicated hockey fans, but it is especially poignant for Newfoundlanders and Labradorians.

He was an incredible man with an incredible voice. Hearing him call games played by our hockey heroes allowed us to dream. It helped us realize that we could achieve great heights in any endeavour and on any stage.

While his impact on the world of hockey was immense, he was something extra special for the people of Newfoundland and Labrador.

Public Advisory: End of Studded Tire Season Tomorrow

Digital Government and Service NL is reminding residents of Newfoundland and Labrador that the last day to have studded tires removed from their vehicles is tomorrow, Tuesday, April 30.

Under the Highway Traffic Act, studded tire use is only permitted between November 1 and April 30.

The Minister of Digital Government and Service NL has the authority to extend the deadline in cases where it is deemed prudent due to inclement weather.

Today, Travis Wooley, Chief Electoral Officer (Acting) of Newfoundland and Labrador, issued an election writ to the Returning Officer for the District of Baie Verte-Green Bay. The by-election will take place on Monday, May 27, 2024.

The following key dates apply to this election:

  • Election Day – Monday, May 27. Polls will be open from 8:00 a.m. until 8:00 p.m.
  • Advance Poll – Tuesday, May 21. Polls will be open from 8:00 a.m. until 8:00 p.m.
  • Deadline for Candidate Nominations – Monday, May 6 at 2:00 p.m.

PLAN ACCEPTABLE:

Badger Chute Quarry                                                                  (Reg. 2281)
Proponent: Penney Paving Limited

On April 19, 2024, the Minister advised the Proponent that the Water Resources Management Plan for the Badger Chute Quarry was reviewed and found to be acceptable. The plan was required by a condition of release from environmental assessment and is available on the Department’s project web page at: www.gov.nl.ca/ecc/projects/project-2281/.

ENVIRONMENTAL PREVIEW REPORT GUIDELINES ISSUED:
Great Coastal Trail – Parson’s Pond to Daniel’s Harbour            (Reg. 2284) Proponent: Central Development Association

The Minister has approved the final guidelines for the preparation of the Environmental Preview Report (EPR) for the Great Coastal Trail – Parson’s Pond to Daniel’s Harbour. The EPR guidelines identify the information that the Proponent is required to include in the EPR. The EPR guidelines document is available on the department’s project web page at: www.gov.nl.ca/ecc/projects/project-2284/.

UNDERTAKINGS RELEASED:

Birchy Bay Quarry                                                                       (Reg. 2260)
Proponent: L&E Trucking and Excavating Ltd.

The Project is released from environmental assessment subject to the following conditions:

  • The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the Project on the environment.
  • Prior to commencing any work related to the Project, a Water Resources Management Plan must be submitted to the Water Resources Management Division for approval. The Water Resources Management Plan shall address the following:
    • Identification of any brook, river, stream, pond, or wetland present in or within the proximity of the Project boundary, the type of water body and its distance from the Project site.
    • Any potential effects of the Project on any of the above-noted water bodies (a permit/licence from the Water Resources Management Division may be required).
    • Any potential for onsite drainage water or dewatering water to discharge into a natural water body, and the precautionary measures that will be implemented, such as vegetative cover, filter strip, silt curtain, etc. to ensure surface water effluent or runoff meets the requirements of the Environmental Control Water and Sewage Regulations, 2003;
    • The water control measures to be deployed onsite for daily workings as well as for high-precipitation storms.
    • Sediment control measures to be deployed onsite to avoid discharging sediment-laden water into a natural waterbody.
  • The Department of Fisheries, Forestry and Agriculture requires the following:
    • Vegetation clearing shall not occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) or within 200 metres during the remainder of the year. The 200-metre buffer applies to all other raptor nests (e.g., Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest sites shall be reported to the Wildlife Division.
    • This application is adjacent to an agriculture title, and the northern boundary of the Project must be revised to maintain a 50-metre undisturbed buffer between the Project and the adjacent agricultural lease.
  • The Proponent must advise the Environmental Assessment Division when the conditions of release have been met, by e-mailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled.
  • The Proponent must update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licenses, certificates, approvals and other authorizations required for the Project, within one year from the date of this release letter and to provide additional updates if required.

Lumsden Microbrewery, Taproom and Cottages                         (Reg. 2289)
Proponent: Wrecking Harbour Hospitalities Inc.

The Project is released from further environmental assessment subject to the following conditions:

  • The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the Project on the environment.
  • The Water Resources Management Division (WRMD) requires that, prior to the commencement of each phase of the Project construction, the Proponent shall provide written confirmation of the following, from the town of Lumsden and to the satisfaction of the WRMD:
    • Whether there is capacity within the municipal drinking water system to support the increased demand for water without exceeding the maximum design limit of the water treatment plant and without impacting pressures in the water distribution system; as well as capacity in the receiving wastewater collection system and treatment plant to support increased loads for phase one (cottages, restaurant, venue space, tap room) and phase two (microbrewery).
    • For more information, contact the Water Resources Management Division via e-mail at waterandsewer@qov.nl.ca.

  • The Proponent must update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licenses, certifications, approvals, and other authorizations required for the Project, within one year from the date of this release letter and to provide additional updates if required.

St. George’s Great Atlantic Salt Project                                                                                                   (Reg.2290)
Proponent: Atlas Salt inc.

The Project is released from environmental assessment subject to the following conditions:

  • The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the Project on the environment.
  • The Pollution Prevention Division (PPD) of the Department of Environment and Climate Change (ECC) requires the following:
    • A Certificate of Approval is required prior to Project construction.
    • A Waste Management Plan for the construction and operation phases of the Project must be approved by PPD prior to Project construction.
  • The Water Resources Management Division (WRMD) of ECC requires the following:
    • Prior to Project construction, the following plans must be approved by the WRMD:
      • Water Resources Management Plan.
      • Emergency Response Plan, including potential breaching of the settling pond dam.
      • Wetlands Conservation Plan, including encroachment prevention procedures to prevent indirect effects to wetlands around the Project area.
      • Environmental Protection Plan that includes erosion/sedimentation protection measures, site water control measures (including settling pond) and encroachment prevention procedures to prevent indirect effects around the Project area.
    • A full groundwater assessment is required and shall include, but may not be limited to:
      • data collected in the planned hydrogeological investigation programs, including seasonal groundwater variations, transient groundwater modelling, hydraulic conductivity testing of relevant units, pumping tests, etc.
      • confirmation of dewatering requirements outlined in the initial groundwater modeling.
      • the potential effects of the drawdown on the quality and quantity of groundwater (including potential effects of saltwater intrusion) due to mine dewatering and any potential effects to the St. George’s public water supply wells and other private wells in the area.
      • an assessment of climate change, and in particular the potential cumulative effects of sea level rise and saltwater intrusion due to mine dewatering. A report with this information shall be submitted to WRMD for approval prior to the commencement of construction activities.
    • A Real-time Water Quality/Quantity network may be required for monitoring surface water and/or groundwater. Terms and conditions for the real time station(s) will be stipulated in the regulatory permits required to be issued once the Project is released from under the EA process. Atlas Salt Inc. is to bear all capital and operation/maintenance costs associated with the real-time monitoring network. Monitoring stations must be installed prior to the commencement of Project construction.
  • The Department of Fisheries, Forestry and Agriculture requires the following bat monitoring measures to be implemented in the Project vicinity:
    • Bat acoustic monitoring data shall be obtained from appropriate habitat within the Project footprint between April 15 and October 15, either from existing sources or additional field studies. Bat species identification from acoustic call data must be manually verified. Past and future raw recorded call files must be made available to the Wildlife Division.
    • Should tree removal be necessary during the bat roosting period from May 1 to September 1, Atlas Salt Inc. is required to conduct a pre-clearing survey of all large trees and snags with a diameter at breast height of greater than 25 centimetres and report survey results to wildlifereferrals@gov.nl.ca. Should an active bat colony be detected, a no-cut buffer of 250 metres must be applied, and a bat emergence survey must be conducted to confirm fledging of juveniles.
    • A Preventative Measures Plan to discourage bat occupation of infrastructure and underground areas must be developed and approved by FFA prior to the commencement of Project construction. Any bats detected must be immediately reported to the Wildlife Division. If any bats are found in the underground mining shafts, operations must immediately cease, and the Wildlife Division must be contacted. The Preventative Measures Plan must include provisions for times of temporary closures and after Project decommissioning.
  • Surveys for Black Ash are required and shall be presented to the Wildlife Division for further consultation regarding any potential mitigation requirements prior to the commencement of Project construction.
  • Digital plant location data and survey tracks for past and future vegetation surveys must be made available to the Wildlife Division at wildlifereferrals@gov.nl.ca.
  • Vegetation clearing is not to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) or within 200 metres during the remainder of the year. The 200-metre buffer applies to all other raptor nests (e.g. Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest sites shall be reported to the Wildlife Division.
  • A Mitigations Plan that outlines measures that will be implemented to mitigate potential adverse effects of runoff into the tributary that flows into Flat Bay Brook, and measures to protect American eel, mummichog and banded killifish, must be submitted to Wildlife Division for approval prior to the commencement of Project construction.
  • The Department of Industry, Energy and Technology (IET) requires the development of a Benefits Plan that meets the approval of the Minister of IET. The Benefits Plan must also include a Gender Equity, Diversity and Inclusion Plan that meets the approval of the Minister responsible for Women and Gender Equality. The noted approvals are required prior to the commencement of site activities.
  • The Proponent must advise Environmental Assessment Division when the conditions of release have been met, by emailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled.
  • The Proponent must update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the Project, within one year from the date of this release letter and to provide additional updates if requested.

Salmon Pond ATV Trail and Cottage                                           (Reg. 2293)
Proponent: Paul Saunders

The Project is released from environmental assessment subject to the following conditions:

  • The Proponent shall uphold all commitments made in their environmental assessment submission to mitigate the effects of the Project on the environment.
  • The Department of Fisheries, Forestry, and Agriculture requires the following:
    • A minimum 50-metre undisturbed buffer shall be maintained from the high-water mark of all salmon rivers scheduled under the Fisheries Act, including scheduled tributaries. A minimum 30-metre undisturbed buffer shall be maintained from the high-water mark of all other wetlands and waterbodies that are identified on 1:50,000 National Topographic System maps, or the topographic mapping layer shown in the Provincial Land Use atlas, to protect sensitive riparian and aquatic species and their habitat.
    • Vegetation clearing shall not occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) and within 200 metres during the remainder of the year. The 200-metre buffer also applies to all other raptor nests (e.g., Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl) during the nesting season. The location of any raptor nest site must be reported to the Wildlife Division at wildlifereferrals@gov.nl.ca.
  • The Proponent shall advise the Environmental Assessment Division when the conditions of release have been met, by e-mailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled.
  • The Proponent shall update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the Project, within one year from the date of this release letter and to provide additional updates if required.

Provincial Government Invites Applications for 2024-25 Accessibility Grants

The Honourable Paul Pike, Minister of Children, Seniors and Social Development and Minister Responsible for the Status of Persons with Disabilities, is today announcing a call for applications for the 2024-25 Accessibility Grants.

Replacing the former Inclusion and Capacity Grants, the Accessibility Grants align with the Accessibility Act to identify, prevent and remove barriers and improve accessibility in the province.

Through Budget 2024, the Provincial Government allocated $325,000 for Accessibility Grants to ensure persons with disabilities can participate and contribute to all aspects of society.

Criteria for the two funding streams within the Accessibility Grants are outlined below:

  1. Stream 1: Up to $15,000 for applicable small to medium projects to improve accessibility in organizations and municipalities. Projects may include a focus on facilities and infrastructure (for example, building/repairing accessible features such as ramps, paved walkways, accessible bathrooms etc.) They may also focus on improving access to disability-related accommodations in events and meetings (for example, sign language interpretation, real-time captioning services, purchasing hearing assistive technologies, etc.).
  2. Stream 2: Up to $25,000 for applicable medium to large accessibility projects with a focus on implementing innovative solutions to improve accessibility. Examples include:
    1. Research project to identify creative solutions and actionable outcomes to address barriers experienced by persons with disabilities.
    2. Use of technology to help remove and prevent barriers to accessibility for persons with disabilities.
    3. Awareness campaign on a disability related topic to educate on barriers and innovative solutions to barriers.
    4. Workshops to develop innovative ways to boost persons with disabilities’ participation and experiences in any setting (i.e., workplace, social group, community, etc.)

Guidelines and application for the 2024-25 Accessibility Grants are available here. The deadline for applications for the Accessibility Grants is May 31, 2024.

Public Advisory: T’Railway Provincial Park Closed at Balbo Drive in Clarenville

A landslide in a retaining wall below the T’Railway Provincial Park has been discovered and is currently being investigated.
